Rebuilding Without Standards: Are We Building on Sand?

As the Democratic Republic of Congo enters a phase of large-scale reconstruction, a crucial question arises: what is this reconstruction really based on? Is it guided by a sustainable and structured vision, or are we rushing to build without safeguards?

Roads, bridges, schools, markets, and hospitals are springing up across the country. A good sign on the surface. Yet, repeated collapses, early cracks, and the need to rebuild soon after completion reveal a structural flaw: the absence or neglect of technical and quality standards.

When Construction Becomes Improvisation

Too often, infrastructure projects are carried out without compliant plans, without rigorous specifications, and without proper technical supervision. Some public works fail to meet even basic standards: inadequate foundations, lack of drainage systems, or uncertified materials.

Public tenders often favor the lowest bidder instead of the best quality. Compliance checks are sometimes sidelined in favor of fast execution or political convenience.

Setting Standards is a Form of Protection

Standards are not imported luxuries. They are the backbone of durability. They guarantee citizens’ safety, optimize public investments, and preserve the built heritage.

A country that builds without standards is a country planning its own reconstructions before the previous projects are even completed. On the other hand, enforcing standards shows respect for future generations.

A Critical Debate at ExpoBeton 2025

The 10ᵗʰ edition of ExpoBeton RDC, scheduled for October 8–11, 2025, at the Cultural and Artistic Center for Central African Countries in Kinshasa, will put special focus on this issue. In a context of massive infrastructure investments, quality and durability can no longer be optional.

National and international experts will address the question of construction standards in the DRC, their implementation, monitoring, and the shared responsibility of public authorities, funders, companies, and citizens in enforcing them.
